PDF 04/14/11 Sanitary Sewer Easement Warning Letter
Check Before You Build Or Add To Your Property! You are not permitted to construct anything over or on top of a Sanitary Sewer Easement, with the exception of a sidewalk or a driveway. No Buildings, Sheds, Porches, Walls, etc. may be constructed in or over the Sanitary Sewer Easement.

PDF 03/30/09 Dye Tests / No Lien Letters
Dye tests are designed to verify that no illegal sewer connections exist. Dye tests are required for all new construction and all exchange of property, including refinancing. All dye test documentation must be received at least 12 business days before property scheduled closing date. Before a No-Lien letter can be issued, the property must pass a dye test performed by a Allegheny County licensed plumber. All repairs must be inspected by ACHD County's Representative and CTMA’s engineers, NIRA Consulting Engineers before a No-Lien letter can be issued. *Please see the "Municipal Authority Dye Test/No-Lien Letter Application" in the Applications section of CTMA's website for further details and instructions.*

The installation of a sewage holding tank is regulated by the Allegheny County Health Department On-Lot Sewage Disposal program. Additionally, the Pennsylvania Code, Title 25, Chapters 71 and 73, strictly regulate the installation of a sewage holding tank within any municipality.

Please remember that when you rent or lease your property, you, as the owner of the property, are responsible for the payment of the sanitary sewer bill. The Municipal Authority has the right to file a Municipal Lien against your property for failure of your tenant to pay the sewer rental charges that appear on the water bills received by your tenant from the water company.
