The Collier Township Municipal Authority (CTMA) was originally incorporated on September 18, 1949, under the Municipal Authorities Act of 1945. The Authority was created to provide sanitary sewer service to those areas that were not yet served by the Township of Collier, and to maintain those sanitary sewer lines already in service.
The Authority is managed by a five-member board. Each year one Municipal Authority board member is appointed or reappointed to a five-year term by the Township of Collier Board of Commissioners. CTMA operates as a separate entity from the Township of Collier solely for the purpose of building and maintaining sanitary sewers. The Authority is financed entirely from sanitary sewer customer’s fees and grant money. No Township tax dollars are used for the operation of the Authority’s sanitary sewers.
Collier Township Municipal Authority presently has a treatment agreement with Allegheny County Sanitary Authority (ALCOSAN), which treats all of the sanitary sewage generated from within Collier Township. This agreement eliminates the need for a treatment plant in the Authority service area.
At present, the Authority has approximately 2500 customers. All of the major population areas of Collier Township are connected to sanitary sewer service, with the exception of the Cowan/Upper McMichael area, the Baldwin Road area between Ewing and McMichael, and the Ridge Road area. There are three phases to the Cowan/Upper McMichael Sewer Project, the first phase has been installed, and the second and third phases have been planned. Feasibility studies have been compiled for the Baldwin and Ridge Road areas.
Collier Township Municipal Authority (70%) and South Fayette Municipal Authority (30%) jointly own and maintain part of the Thoms Run Road sanitary sewer line, under a construction agreement entered into by both authorities in order to share the costs of providing sanitary sewer service to that watershed area. |
